Faruq is a merchant in Al Kharid who runs a store, Faruq's Tools for Games. He sells tools useful for playing games with a clan. These items are also used to "make decisions" in a clan. He is available to both free and pay-to-play players. He was also the final person in the "Cryptic Clue Fest" to give you a clue.
