Estate agents are NPCs that sell players land to build houses on, as well as decorating them and/or moving them. They can be found in several major cities: Varrock, Falador, Seers' Village and East Ardougne. You need to to pay them 1000 coins to buy a house. You start in Rimmington but you can move your house.
They also sell the Construction Cape of Achievement for 99 000 coins to anyone with 99 Construction. The Construction Skill cape is the only one that may be bought from multiple NPCs.
It is also worth noting that although the estate agent is a male, the Construction cape he wears has orange shoulders. On a male player, the shoulders are coloured gold. Only female players wearing the cape have orange shoulders.
