The Eagle cape is an item used in the Eagles' Peak quest. After the quest you can acquire more capes from the fancy dress owner if you supply him with 5 eagle feathers, 1 swamp tar, yellow dye and 25 coins.
The cape looks similar to a spotted cape.

If Nickolas spots the player in the Fake Beak and Eagle Cape then he will think that the player is a baby eagle.
