The Dragon ceremonial greaves are a rare reward from the Squeal of Fortune. It is one of five parts to the whole set. This set along with the Queen's Guard outfit can only be won "throughout the summer months" according to Jagex. Once a particular piece has been won, it won't be available as a reward again as long as the player has it. In other words, it's impossible to win duplicate items. Both sets give no bonuses and are purely cosmetic.

One of the unique features of this item is that, when the entire set is complete, it can be re-coloured when you wear all 5 items by right clicking. This ability is also shared with the Dragon Ceremonial clothes. "Re-colouring is a first for cosmetic items of this nature" according to Jagex.
