The Dragon ceremonial greaves are a rare reward from the Squeal of Fortune. It is one of five parts to the whole set. This set along with the Queen's Guard outfit can only be won "throughout the summer months" according to Jagex.
One of the unique features of this item is that, when the entire set is complete, it can be re-coloured when you wear all 5 items by right clicking. This ability is also shared with the Queen's Guard outfit. "Re-colouring is a first for cosmetic items of this nature" according to Jagex.
