Doug Deeping is involved in the Digsite Quest. He will give players a key which may be used to open the chest containing chemical powder. He will give an unlimited number of keys as long as you drop them first. Once the Dig Site quest is done, he will not give any more keys.
He's also a clue in Treasure Trails. "You'll need to have Doug Deep into the distant past to get to these sacks." The clue scroll is in a sack north-west of him.
His name is a pun, as it can be pronounced "dug deep". Which is humorous because he is at the Digsite, which is full of people digging deep holes.
He can be found by going down the northeast winch.
