Decoder strips are an item first obtained during The Curse Of Arrav quest. They are used alongside the code key to crack the code for the door to the vault containing Arrav's heart.
The same decoder strips are obtained and used again during Ritual of the Mahjarrat. Even through they are not obtained from a table in Zemouregal's Fort, the destroy option still references re-obtaining them from there.
