The Damp cloth can be used wrapping it around any arrows, which, in turn, can then be lit on fire to become fire arrows. This is only necessary during the Underground Pass quest, however, all types of fire arrows can be made with the damp cloth and used outside the quest. It can be obtained by talking to Koftik in the Underground Pass.
