Councillor Halgrive is a councillor in the Ardougne City Council responsible for public health and safety in East Ardougne.

RolesEdit

As the councillor in charge of public health and safety, he is worried that the infected sheep may start a plague epidemic in East Ardougne. Hence, he tasks the player to get rid of 4 different types of infected sheep by burning their remains in the incinerator housed in the sheep pen of Farmer Brumty.

Should full mourner gear be worn, he will ask the player to raise the issue of the infected sheep to the Head Mourner, as he is worried that containment is not working.

Apart from that, he has hired Leo to bury the dead in the Ardougne Church courtyard.

• Although he is part of the Ardougne City Council, he, like most of the citizens of East Ardougne, is oblivious to Lathas's evil plan of getting rid of his own brother, King Tyras.
