The Colour wheel is a quest item found during the in the Mourning's Ends Part II quest. Although it plays no direct part in the quest it can be used as a guide to the crystal puzzles in the Temple of Light in the quest as it provides clues to what colour of light needs to be send to what part of the temple in order to unlock various doors there.

Red, green and blue are the primary colours of the additive (light) colour system while cyan, magenta and yellow are the secondary colours. It seems to help you in Mournings End Part II to understand what compliments are. In this case, the compliment of the colour of door you are trying to open mixed evenly with its complement, will make the white light. Since it 'adds light to make lighter'. Thus opening the doors!

[The compliments used in this spectrum of light are Magenta and Green, Cyan and Red, and Yellow and Blue]

If lost it can be re-obtained by searching the dead guard slumped against the wall outside the temple of light.
