A broken cog is an item obtained from the Dorgesh-Kaan Agility Course. It is the result of attempting to teleport or use the grapple route while holding a cog in the inventory. When bringing the broken part to Turgall, he says "Oh, look at that broken part. Let me take it off you."
Selecting the "Destroy" option immediately removes it from the game without warning.
