There are several requirements to get this hat, as well as to equip it.
Acquisition[]
To acquire this hat, one must kill 3,000 chompies, and then talk to Rantz. You must also have finished the quest Big Chompy Bird Hunting.
Equipping[]
To equip this hat, you must have level 5 Fletching, and level 30 Ranged. Please keep in mind that this hat doesn't give any stat bonuses whatsoever, and is only for decorative purposes.
