Charge Water Orb is a Standard spell. It is cast on a Water Obelisk to turn an unpowered orb into a water orb. A water orb can be used on a battlestaff to create a water battlestaff. To reach the Water Obelisk you will also need either a dusty key or at least level 70 agility to get to the water obelisk. When there, cast the spell on the obelisk itself.
