Charge Water Orb is cast on the Water Obelisk, deep in the Taverley Dungeon, to turn an unpowered orb into a water orb. It is recommended that you take anti-fire & -poison protection. To reach the Water Obelisk you will also need either a dusty key or at least level 70 agility to get to the water obelisk. When there, cast the spell on the obelisk itself.
