They can be purchased at Oomad Arrow's Gielinor Games Reward Shop. They cost 1,000 contribution points. The bronze legs reduce your overall weight by 1 kg. The full bronze set decreases your weight by 5 kg. Every item from the set, with the exception of the ring, can be stored in POH's toy box.
