Black dragonhide is dropped by black dragons and the King Black Dragon when they die. If it is brought to a tanner, along with 20 coins, it can be tanned into black dragonleather. A tanner can be found in Al Kharid, the Ranging Guild, Canifis, Varrock, and the Crafting Guild. Members can then craft the black dragonleather into black dragonhide armour.
