Assassins are encountered near the beginning of While Guthix Sleeps, during which they attempt to assassinate Thaerisk Cemphier. They are part of a large spy network of Lucien, being one of his agents. They appear to be wearing the same robes as a Shady Stranger - this makes sense as both work for Lucien.
