Absorb Ranged is the percentage at which ranged damage done to the player is reduced. This can be found on the equip screen under defence bonuses.

Higher levelled armour (particularly melee-based armour) offer higher percentages of soaking. Currently the highest soak percentage is 40%, achieved by wielding a Chaotic kiteshield and some of Ancient Warriors' equipment, specifically Statius's full helm or Torva full helm, Statius's platebody or Torva platebody or Vesta's chainbody, Statius's platelegs or Torva platelegs or Vesta's plateskirt.
